
Rev. Felecia Tubbs (formerly Cook) is a passionate ministry leader dedicated to serving individuals and families through faith, compassion, and community outreach. She was licensed to preach at Shiloh Baptist Church (Old Site) on August 29, 2004, and was ordained in 2010. Rev. Tubbs received her Master of Divinity degree from the Samuel DeWitt Proctor School of Theology at Virginia Union University on May 11, 2019. She is currently pursuing her Doctor of Ministry degree in Pastoral Leadership and Development at Hampton University.
With a heart for helping people navigate life’s crossroads, Rev. Tubbs is committed to creating welcoming and safe spaces where individuals can grow spiritually, find support, and experience hope. Her ministry focuses on empowering others through encouragement, practical resources, mentorship, and Christ-centered guidance.
Rev. Tubbs believes in building strong relationships, fostering unity, and helping people discover purpose through service and faith. Whether preaching, leading, teaching, or supporting community initiatives, she strives to reflect God’s love through authentic connection and meaningful impact.

Since 1854, we at Shiloh have tried to manifest the spirit of Christ, faithfully serving others as God’s liberating and transforming word. We’re located at 801 Sophia Street, on the river in downtown Fredericksburg, Virginia 22401.
